On the afternoon of November 22, at the Nam Dinh province Border Guard Command, the Border Guard Command of 09 provinces and cities from Quang Ninh to Quang Binh; the Border Guard Squadron 38 and the Regional Maritime Search and Rescue Coordination Centre no.I (Regional Center I) held a conference summarizing the coordinated search and rescue missions at sea in 2023 and deploying tasks in 2024.

Colonel Vu Van Hung, Deputy Chief of Staff of Viet Nam Border Guard, and Mr. Nguyen Van Tinh, Deputy General Director of Viet Nam Maritime Search and Rescue Coordination Center; attended and directed the conference. Colonel Pham Van Hoa, a member of the Provincial Party Committee, Commander of Nam Dinh province Border Guard, and Mr. Dao Van Hien, Deputy Director of Regional Center I, were both chairmen of the conference.

The conference reported the results achieved and evaluated the advantages and disadvantages in coordinating and combining with other forces in search and rescue activities at sea in the second half of 2022 and the first 10 months of 2023 according to Regulation No. 637/QC-BCHBP, HD38-TTPHTKCNKVI signed on April 23, 2014.

The sea area from Quang Ninh to Quang Binh is about 65,000 km2, an area where storms, tropical depressions, incidents, accidents, and ship collisions often occur. Border Guards of 09 provinces and cities from Quang Ninh to Quang Binh, Border Guard Squadron 38 and Regional Center I have thoroughly grasped and strictly implemented the Regulation on coordination between units; Clearly define responsibilities and importance in coordination to ensure search and rescue missions at sea.

Based on the content of the Regulation, units concretize annual implementation plans and supplement them following the tasks situation; Direct specialized agencies to increase information exchange, urge inspection and evaluation of implementation; Periodically and unexpectedly learn from experience, especially in coordinating the handling of cases. Thereby, all aspects of coordinated work are implemented promptly and effectively, contributing to supporting each other in completing assigned tasks.

The units strictly grasp the Regulation on exchanging search and rescue information at sea, proactively monitor and grasp the situation at sea, promptly notify each other, and coordinate to handle situations under the Regulation. When a situation occurs, the parties coordinate to investigate, verify, and agree to operate rescue activities transfer, receive, and support people and vehicles in distress according to regulations.

Strictly maintain a 24/7 duty (Regional Center I is search and rescue watchstander, and the Border Guard is on duty in operations), ready to receive information related to accidents, and incidents at sea via text, email, radio, phone..., to promptly handle the situation.

In addition, the parties also coordinate well in propagating laws on traffic safety and search and rescue, training, drills, and exercises.

Speaking at the conclusion of the Conference, Mr. Nguyen Van Tinh, Deputy General Director of the Vietnam Maritime Search and Rescue Coordination Center, praised the achievements in the direction and coordination of activities of the units.
