One of Three Fishermen Drifting at Sea off Ly Son Island Rescued during Storm No. 13

On the morning of 08 November 2025, while navigating in waters approximately 50 nautical miles south of Ly Son Island, the vessel Hai Nam 39 sighted and rescued a man wearing a life jacket drifting at sea. The rescued victim was identified as Mr. Phan Duy Quang, one of the three fishermen who had been reported missing since the afternoon of 06 November 2025 after their basket boat went adrift in the waters off Ly Son Island, Quang Ngai Province, under the direct impact of Storm No. 13.

As previously reported, in the afternoon of 06 November, Mr. Quang and Mr. Le Van Sanh (37 years old) paddled a basket boat to assist a 44-year-old man from Tay An Vinh Hamlet, who was believed to have jumped into the sea due to a family dispute. However, severe sea conditions caused by Storm No. 13 resulted in the basket boat carrying three persons being swept away and reported missing.

Positions of supporting vessels locating the casualty

Immediately upon receiving information about the incident, the Vietnam Maritime Search and Rescue Coordination Center (VMRCC), under the Vietnam Maritime and Waterway Administration, promptly issued Maritime Safety Information (MSI) and coordinated the mobilization of vessels operating in the area to conduct search and rescue operations. The Center developed search plans for on-scene SAR units, notified relevant authorities and units in the region for coordinated response, and reported the situation to the Office of the National Civil Defense Steering Committee and the Vietnam Maritime and Waterway Administration.

Search and rescue forces are issuing maritime safety information and mobilizing vessels in the area to conduct search operations

On 07 November, SAR assets of VMRCC, Border Guard forces, passenger vessels operating on the mainland–island routes, and vessels of the Vietnam Coast Guard were deployed to the incident area to participate in the search and rescue operation.

Following the direction of the National Civil Defense Steering Committee, at noon on 07 November, a helicopter of Air Division 372, under the Air Defense – Air Force Service, was dispatched to the waters off Ly Son Island to support aerial search efforts.

At 12:15 on 08 November 2025, the passenger vessel An Vinh Express approached Hai Nam 39 to receive the rescued survivor and transport him safely to Ben Dinh Port, Ly Son Special Administrative Area.

According to the Master of An Vinh Express, at the time the basket boat capsized, at approximately 20:00 on 06 November 2025, all three fishermen were wearing life jackets and staying together. Mr. Quang was still wearing his life jacket when he was rescued by Hai Nam 39.

Currently, at the incident site, vessels CSB 2013, KN 302, BP 09-11-01, An Vinh Express, along with several fishing vessels, remain actively engaged in the ongoing search for the two fishermen still missing. VMRCC continues to mobilize available on-site assets and closely coordinate with participating forces to urgently expand the search area and intensify search and rescue efforts.
