On October 17, 2023, in the waters of Cat Ba Bay, Hai Phong, Regional Maritime Search and Rescue Coordination Centre no.I (Regional Centre I) conducted an internal joint maritime search and rescue field training in 2023.
Leaders, officials, and crew members of SAR 411, SAR 27-01 of Regional Centre I participated in the training session.
Fishing vessel HP 90432 TS caught fire
Scenario: at 09:30, October 17, 2023, Regional Centre I received a distress message from the Hai Phong Coast Radio Station, reporting that the fishing vessel HP 90432 TS, fisherman Nguyen Van Tuat was captain, was en route to Cat Ba Island, Hai Phong, the engine room had an electrical short circuit which caused a fire in position 20042.00' N; 107000.00' E. There were 05 crew members on board. After the incident, 03 crew members panicked, wore life jackets, and jumped into the water. 02 crew members stayed on the ship to try to put out the fire, and the Captain requested emergency rescue.

Observing the training session, Mr. Luu Duc Tung, Deputy Head of the Rescue Coordination Department, Vietnam Maritime Search and Rescue Coordination Centre, highly appreciated a detailed and realistic search and rescue scenario, strictly directed the work of ensuring safety for the forces and vehicles participating in the training session. Mr. Luu Duc Tung also emphasized the purpose and meaning of the search and rescue training session that need to be organized regularly to effectively operate the direction, command, and especially the ability to be ready to respond, coordinate between leaders, SAR Coordination Department and SAR vessels in handling search and rescue situations occurring in Vietnamese waters.
Through the training session, officials and crew members improved their ability to plan, command, operate and coordinate between the SAR Coordination Department, SAR vessels, and rescue boats in search and rescue on-scene missions, carried out search and rescue techniques with drifting victims at sea in bad weather conditions, extinguished the fire on distressed vessels, dispatched doctors and support teams on board the distressed vessels to provide medical care and check the safety status of the distressed vessels.
After the training session, the training steering committee held a meeting to learn from experience, and at the same time praised some individuals and departments for their efforts and completed the task of organizing the training session./.
