SEARCH AND RESCUE MONTHLY REPORT

 AUGUST 2023

 

1. On-duty operation and processing of distress at sea information activities

- The total number of received distress alerts was 19 cases, including:

+ True incident alerts: 16 cases, counting for 84.2%; fake incident alert: 03 cases, counting for 15.8%.

+ SAR co-ordination cases without SAR vessel dispatching: 14 cases.

+ SAR co-ordination cases with SAR vessel dispatching: 02 cases.

+ In 16 true incident alerts, there were 3 maritime distress cases relating to cargo vessels, counting for 19%; 11 cases relating to fishing vessels, counting for 69%; and 02 cases relating to other vessels, counting for  12.5%.

- Total number of supported and rescued people: 43 individuals from 03 vessels, including 36 Vietnamese residents and 07 foreign residents. 

- Total number of supported and rescued vessels: 02 Vietnamese vessels, 01 foreign vessel.

- Total number of directly rescued and supported people: 05 people from cargo vessels, 01 people from fish vessels.

- Total number of indirect (without VMRCC’s SAR vessel dispatching) rescued and supported people: 37 people (including 30 people from fishing vessels, 07 people from cargo vessels).

- Total number of dead and missing people: 10 people, including 01 people from cargo vessels, 07 people from fishing vessels, and 02 people from other types of vessels, of which 01 person is foreigner.

- Total number of sank vessels: 02 vessels, including 01 cargo vessel and 01 fishing vessel.

* In comparison with the same period in 2022, the total number of true incidents was 16 cases, decreasing by 38.5% and the total number of SAR vehicle dispatches was 02 times, decreasing by 60%.

2. Cases of SAR vessel dispatch in August, 2023

- At 20:15 on August 1, 2023, Vietnam MRCC dispatched the specialized search and rescue vessel named SAR 412 with 02 doctors on board to go rescue 01 fishermen whose little finger was torn off, the right hand was crushed, and the right elbow joint was broken, with much of blood lost on fishing vessel numbered DN 90163 TS at the position­ of 16o45’N - 108o29E, about 41 nautical miles from the North - East North of Da Nang. At 01:51 on August 2, 2023, the SAR 412 vessel docked at the Vietnam MRCC’s berth in Danang and handed over the victim to relevant authorities.

- At 11:58 on August 27, 2023, Vietnam MRCC co-ordinated with relevant authorities to handle 01 SAR case that occurred within the water area of Truong Sa and Hoang Sa islands, in which rescued and supported 13 fishermen on BĐ 96950 TS vessel which had broken engine and went drifting at the position of 09o43N; 114o45E, about 17 nautical miles from the South East of Sinh Ton Dong island, and 360 nautical miles from the South East of Nha Trang.

- At 21:09 on August 28, 2023, the SAR 273 co-ordinated with local border guard's vessels in supporting firefighting activity and successfully rescued 05 victims, including 03 crewmen on Long Phu 16 vessel and 02 crewmen on other vessels at Mui Chut petroleum port (Navy port, Nha Trang). 

3. Professional SAR training activities

Vietnam MRCC well-maintained professional SAR training activities with 141 training times conducted, including:

- Training at Rescue Co-ordination Divisions: 22 times

- Training at shore and berth: 105 times

- Training at sea: 14 times

* In August 2023, SAR 27-01 vessel continued to be under repair, SAR 274 vessel has been on dock for periodic maintenance since August 7; CN 02 cano (Hai Phong MRCC) was waiting for the registry, and SAR 413 vessel was standing by at Con Dao for search and rescue operation, therefore SAR training activities at the shore and sea of Vietnam MRCC significantly decreased in comparison to the same period in 2022.

4. Propaganda and dissemination of law on maritime safety

In August 2023, Vietnam MRCC conducted no programs on the propaganda and dissemination of law related to search and rescue at sea.

5. On-duty operations for disaster prevention and defense

Vietnam MRCC already dispatched SAR 413 vessel to be standing by at Con Dao for search and rescue operation (from July 17, 2023).

6. International cooperation

Vietnam MRCC has continuously coordinated with other international search and rescue organizations in receiving and processing distress information at sea. On August 8, 2023, Vietnam MRCC successfully conducted search and rescue communication exercise with MRCC Port Blair, India.
