Following the directions of the Prime Minister and the Ministry of Construction regarding the concentrated response to Typhoon No. 10 (BUALOI), on the morning of 27th September 2025, the Vietnam Maritime and Inland Waterway Administration held an urgent online meeting on disaster prevention and search and rescue operations in response to the typhoon’s impact.

The meeting was chaired by Mr. Nguyen Xuan Sang, Deputy Minister of Construction, with the participation of Mr. Le Do Muoi, Administrator of the Vietnam Maritime and Inland Waterway Administration, along with leaders of advisory units under the Administration, Maritime Administrations, the Vietnam Maritime Search and Rescue Coordination Center (Vietnam MRCC), the Vietnam Maritime Safety Corporation (VMS-South), Vishipel, Pilotage Companies, and other relevant maritime units.

At the meeting, Administrator Le Do Muoi emphasized the need for proactive disaster prevention and search and rescue (SAR) readiness, and issued specific directives. For the Vietnam Maritime Communications and Electronics Company Limited (Vishipel), it was required to instruct Coastal Radio Stations to continuously and accurately broadcast storm warnings to enable vessels to seek shelter in time. The Maritime Port Authorities and Inland Waterway Port Authorities must be fully prepared with response plans and absolutely must not grant departure clearance for any vessel if safety conditions are not ensured.

Administrator Le Do Muoi also required all maritime and inland waterway units to inspect and review the implementation of storm preparedness and response measures. The Maritime Port Authorities and affiliated units must arrange safe anchorage areas in Hai Phong and Quang Ninh for vessels operating in areas affected by the storm to take timely shelter. The Vietnam Maritime Search and Rescue Coordination Center must maintain 24/7 duty operations, prepare manpower and equipment, and be ready to carry out rescue missions when requested.

Administrator Le Do Muoi presided over the online meeting to direct response measures for Typhoon No. 10.

The Vietnam Maritime and Inland Waterway Administration has established four working groups to key areas to strengthen direct inspection and supervision of storm prevention activities for maritime operations in provinces from Quang Ninh to Quang Ngai; and to inspect inland waterway storm prevention in the Northeast, Northwest, and Red River Delta regions.

In his concluding remarks, Deputy Minister Nguyen Xuan Sang requested the Vietnam Maritime and Inland Waterway Administration to uphold a proactive and decisive attitude, and to closely coordinate with local authorities and relevant forces in responding to Typhoon No. 10. The Deputy Minister also directed the Administration to instruct the Vietnam Maritime Search and Rescue Coordination Center to urgently develop detailed response scenarios, corresponding to each level of natural disaster.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on 27th September, the center of Typhoon BUALOI was located at approximately 14.5°N - 114.9°E, about 370 kms east-southeast of the Hoang Sa Archipelago. The maximum sustained winds near the center were level 11-12 (103-133 km/h), with gusts up to level 15. The typhoon was moving west-northwest at a speed of about 35 km/h. This is a very fast-moving typhoon (nearly twice the average speed), with strong intensity and a wide impact range, potentially causing a combined impact of multiple types of natural disasters, such as strong winds, heavy rain, flooding, flash floods, landslides, and coastal inundation.

The Vietnam Maritime Search and Rescue Coordination Center (Vietnam MRCC) has implemented 24/7 on-duty operations, continuously updating and collecting full and timely information on the development of the tropical depression; deployed specialized SAR vessels in key areas, ready to mobilize means for search and rescue operations; and developed SAR scenarios and coordination plans for the mobilization of means and resources capable of conducting search and rescue operations in responsible areas when required.
