On August 31, 2023, the Vietnam Maritime Search and Rescue Coordination Centre (Vietnam MRCC) held a meeting on natural disaster prevention and control, accident and incident response, and search and rescue during storm SAOLA, chaired by the Rescue Coordination Department, with the participation of the staff departments, the Maritime Search and Rescue Coordination Centers of Regions I and II. To proactively respond to storm SAOLA, be ready to perform search and rescue missions in all situations, including the September 2 holiday, the Center implemented the following measures:
1. Organize 24/7 on-duty, update, collect fully and promptly the storm's developments, check the situation of logistics facilities, other related system equipment and deploy prevention activities according to plan.
2. Arrange safe standby positions for specialized search and rescue vehicles, prepare forces, vehicles, and equipment to perform search and rescue tasks when requested.
3. Closely coordinate with the PCTT&TKCN forces of agencies and units in the area where PCTT&TKCN activities are organized to ensure the safety of people and vehicles and minimize damage caused by storms; Collect, monitor, and grasp the situation of vehicles and equipment that can be mobilized to participate in search and rescue activities when requested.
4. Review, collect, and grasp the situation of vehicles operating in the area, especially monitor vehicles that have not returned to shelters, are damaged, or have incidents.
Storm SAOLA is forecast to be complex, with many potential unexpected developments, especially during the period when the whole country enters the National Day holiday on September 2. On the afternoon of August 30, 2023, storm SAOLA entered the East Sea, officially becoming the third storm of the year. The storm has a level 15 intensity, gusts above level 17, and moves in the West-Northwest direction at about 10-15 km/h. Below are some images of the Center's response to storm SAOLA.
