Functions and Responsibilites

1. Position and function: Vietnam Maritime Search and Rescue Coordination Center (Center) is a non-business humanitarian unit affiliated to Vietnam Maritime Administration, performing the function of presiding over co-ordination. search and rescue activities in Vietnamese waters, except for seaport waters, restricted areas and restricted areas at sea.

2. Duties and rights:

e. To join functional forces in ensuring maritime safety and security and contribute to the protection of Vietnam's sea and islands sovereignty when so requested; to participate in fire prevention and fighting and prevention of environmental pollution at sea at the request of competent agencies.

f. Propagating and disseminating laws related to sea search and rescue activities to organizations and individuals involved in the field of search, rescue and safety at sea traffic according to the plan. approved by the Ministry of Transport.

g. Organizing professional training and fostering and professional training in search and rescue operations for concerned organizations and individuals.

h. To decide or submit to the competent authorities for decision on the timely commendation of collectives and individuals with outstanding achievements in participating in and coordinating in search and rescue; propose competent authorities to handle violations in accordance with law.

i. Organizing the management of apparatus, officers, employees and using the payrolls approved according to regulations; implementing the salary regime and regimes and policies on remuneration, commendation and discipline for officials and employees under the management of the Center; to work out a scheme on job positions and officer rank structure for the Vietnam Maritime Administration to consider and submit to competent authorities for approval.

k. The Center's officers and employees, when performing their tasks, must wear the uniforms granted by the Vietnam Maritime Administration's regulations.

l. The Center is entitled to use funds from the State budget allocated and other sources of revenue to perform the assigned tasks and manage the finance and assets assigned according to the provisions of law.

m. To conduct scientific and technological research and application in the field of sea search and rescue; formulating and implementing information technology application programs and projects; building an information database serving the management and exploitation in the field of search and rescue at sea.

n. To directly engage with relevant organizations and individuals in order to perform assigned functions, tasks and powers in accordance with the provisions of law.

o. To implement the statistical and reporting regime according to regulations.

p. To perform other duties and powers assigned by the competent authority.
